qdust41 df013731be feat: add user list pagination
UserList now uses useInfiniteQuery with offset pagination (20 per page)
and an IntersectionObserver scroll sentinel for infinite scroll.
Users sorted by username. Follows same pattern as Feed/UserFeed.
